Integrated Fire Protection Systems & Ongoing ESM Services - Tongala

Completed: 2025/2026
Site: Goodness Grown, Tongala VIC
Overview
FWSR Group was engaged by CAF Consulting to deliver integrated fire protection systems for the new Goodness Grown facility in Tongala.

The significant protected cropping development comprises extensive glasshouse infrastructure, along with associated packing shed and administration facilities. The project required the installation and commissioning of both wet and dry fire systems to protect people, assets and operations, while ensuring compliance with all applicable Australian Standards.

Following successful completion and commissioning of the systems, FWSR Group was subsequently appointed to provide ongoing Essential Safety Measures (ESM) maintenance and compliance services across the site.
The challenge
The scale and layout of the facility required multiple fire protection systems to be integrated across different operating environments, including packing sheds, office areas and extensive glasshouse infrastructure.

Key challenges included:
• Delivering fire detection and occupant warning systems across multiple building types
• Coordinating wet and dry fire systems to provide a fully integrated solution
• Ensuring compliance with Australian Standards while minimising disruption to construction and operational activities
• Providing a long-term maintenance strategy to support ongoing compliance
Our solution
FWSR Group delivered a comprehensive fire protection solution incorporating both wet and dry fire systems.

Our scope included:
• Supply and installation of fire detection and occupant warning systems throughout the packing shed and office areas
• Installation of occupant warning systems throughout all glasshouse structures
• Supply and installation of almost 200 portable fire extinguishers and fire blankets across the facility
• Commissioning of the site's fire hydrant system, fire pumps and fire water storage tanks
Collaboration and delivery
The project was delivered in collaboration with CAF Consulting and other project stakeholders, requiring close coordination to ensure all fire protection systems were successfully integrated across the development.

Works were completed by our Shepparton-based projects team, ensuring safe delivery and minimal disruption throughout the construction program.
Ongoing support and compliance
Following commissioning, FWSR Group now provides comprehensive Essential Safety Measures services across the site, including:

• Routine inspection and testing of portable fire equipment
• Emergency and exit lighting testing
• Fire detection and alarm system servicing
• Fire pump and associated infrastructure maintenance
• Compliance reporting and documentation
Results
• Fully integrated wet and dry fire protection systems
• Compliant installation and commissioning to Australian Standards
• Improved protection for personnel, assets and operations
• Long-term ESM partnership supporting ongoing compliance
• Single-provider solution for installation, servicing and compliance
